It takes over the Boardwalk from 1st to 35th Street across the last full weekend of September, with 22 sculptures at Neptune's International Sandsculpting Championship, more than 200 artisans at the Art & Craft Show, and around 20 performances across two festival stages. Admission is free, which is exactly why the traffic is the hard part.
Late September is also the tail of the shoulder season at the Oceanfront, so the festival draws a large day-trip crowd from Hampton Roads and inland Virginia on top of the people already staying there.
Getting to the Oceanfront
Effectively all festival traffic funnels down the same corridor: I-264 east, ending at the Oceanfront. That corridor is well covered by VDOT cameras, so you can see the backup before you are in it.
Main Approaches
- I-264 east (MM 21-27) — The primary approach from Norfolk and I-64. Heaviest festival congestion.
- US-58 / Laskin Road — Northern Oceanfront approach, feeds the 31st-35th Street end of the festival

- Atlantic Avenue — The Oceanfront spine, slow all weekend, expect pedestrian-priority conditions
- Pacific Avenue — The parallel through-route one block west, usually the better bet than Atlantic
- Shore Drive / US-60 — Northern alternate from the Chesapeake Bay Bridge-Tunnel side

The Oceanfront's municipal lots and garages fill from mid-morning on the Saturday, which is the peak day. The 19th Street and 25th Street garages are the closest structured parking to the middle of the festival footprint. Street parking north of 35th Street and a walk south is often faster on Saturday than circling the core.
Saturday morning is the crunch
Friday is comparatively calm and Sunday tapers, but Saturday combines the sandsculpting crowd, the Art & Craft Show, and the main concert schedule. If you are coming for Saturday, arriving before 10:00 AM or after 3:00 PM avoids the worst of the I-264 backup.
Atlantic Avenue operates under heavy pedestrian traffic all weekend and sections close for festival programming. Do not plan a through-drive on Atlantic. Use Pacific Avenue for north-south movement at the Oceanfront, and check VDOT and 511 Virginia for active closures before you set out.
Watching the Beach Itself
The Oceanfront camera view is the useful one for this event: it shows surf and beach conditions along the Boardwalk stretch where the sand sculptures are built. Sandsculpting runs across the whole weekend, and the sculptures stay standing through Sunday, so a look at the beach before you drive down is worth the ten seconds.
